Project Bank and Pareto Improvement

Can the Project Bank Initiative lead to “Pareto improvement,” in terms of economic vs. social development, urban vs. rural development, knowing the fact that the improvement doesn’t always mean there will be a satisfactory outcome or fair?

While assuming one of the rationales behind the initiative is to achieve “Pareto Efficiency,” we need to see improvement in much-needed areas from the increased output of goods and services so that the initiative can lead to sustainable and inclusive growth although it may not create equality of resource allocation and final distribution.
