As Myanmar navigates a complex landscape of post-multiple crises, the traditional avenues of development assistance have shifted. In this vacuum, South-South and Triangular Cooperation (SSTC) has emerged not just as an alternative, but as a vital lifeline. For Myanmar, a member of ASEAN, strengthening ties with emerging development partners in Southeast offers a pragmatic pathway to resilience, grounded in shared experiences and mutual solidarity.
The SSTC is essential for building back better from crises. By leveraging the resources, technical expertise, and unique developmental lessons of fellow Global South nations, Myanmar can access support that is often more adaptable and context-specific than traditional North-South aid.
Closer to home, Myanmar’s ASEAN neighbors have utilized their specialized development agencies to maintain engagement and provide critical support. Thailand’s TICA (Thailand International Cooperation Agency) remains one of Myanmar’s emerging development partners. Leveraging geographical proximity and cultural affinity, TICA has focused heavily on human resource development and public health. TICA’s approach extends beyond mere aid; its active alumni networks and university scholarships for Myanmar nationals foster a generation of professionals capable of driving their country’s own development.
Indonesia’s LDKP (Lembaga Dana Kerja Sama Pembangunan Internasional), also known as Indonesian AID, represents the archipelago’s growing stature as a donor. Indonesia pursues a policy of “constructive engagement,” viewing stability in Myanmar as essential for the entire region. Indonesian AID has mobilized funds specifically for humanitarian assistance and the repatriation of displaced persons, working often through ASEAN mechanisms to ensure aid reaches those in need while maintaining diplomatic channels.
For Myanmar, the diversification of development partners through South-South and triangular cooperation is more than a diplomatic strategy; it is a necessity for survival and recovery as well as long-term development, especially during the period of post-coup 2021 and post-elections 2026.
By engaging with agencies like TICA and LDKP, Myanmar reduces its reliance on any single superpower and taps into a network of solidarity that understands the nuances of developing nation challenges.
